Google Ads AI Max for Search: What NZ Service Businesses Need to Know in 2026
Google Ads AI Max for Search is a set of optional features you can layer onto your existing Search campaigns. When enabled, it expands who sees your ads by combining broad match technology with keywordless targeting, generates AI-written ad copy on the fly, and sends traffic to the most relevant page on your website rather than the one you nominated. Google says advertisers who turn it on typically see 14% more conversions or conversion value at a similar CPA or ROAS.
For NZ service businesses, that number is compelling. But AI Max is not a simple flip-and-forget switch. It requires Smart Bidding, a minimum conversion volume, and careful setup to avoid trading lead volume for lead quality. Get those foundations right and AI Max can meaningfully lower your cost per lead. Ignore them and you may end up paying for enquiries that never convert.
This guide explains what AI Max does, how to set it up, and exactly when you should (and should not) enable it.
What AI Max for Search Actually Does
AI Max is not a new campaign type. It sits inside your existing Search campaigns and adds three features you can enable individually or together.
1. Search Term Matching
Standard Search campaigns match your keywords to search queries using exact, phrase, or broad match. AI Max adds a keywordless layer on top. Google’s system reads your keywords, ad copy, and landing pages to infer the intent behind your ads, then enters auctions for relevant searches that your keyword list never explicitly covered.
Think of it as Dynamic Search Ads technology baked into a regular Search campaign, but with more precise controls. Google plans to retire Dynamic Search Ads entirely in favour of this approach.
2. Text Customisation
With text customisation enabled, Google’s generative AI writes headlines and descriptions on the fly based on your landing pages, existing ads, and the specific search query a user typed. The goal is ad copy that speaks directly to the user’s intent rather than relying on static assets.
This feature mirrors what Performance Max already does on the Display Network. The difference is that here it applies within your Search campaign, so you retain more structural control over budgets, bidding, and targeting.
3. Final URL Expansion
When a user’s search query better matches a different page on your website than the one attached to your ad group, Google redirects them there. This requires text customisation to be active and is turned on by default when you enable AI Max.
For service businesses with a strong website structure, this is a feature. For businesses with a thin or poorly organised site, it can send traffic in the wrong direction.
The Numbers: Does AI Max Actually Work?
The verified performance data is encouraging. According to Google:
- Advertisers enabling AI Max typically see 14% more conversions or conversion value at a similar CPA or ROAS.
- L’Oreal achieved a double conversion rate and 31% lower cost per conversion after activating the feature.
- MyConnect, a lead generation business, generated 16% more leads and reduced cost per lead by 13% with AI Max active.
These results are real, but they come from accounts that had strong conversion tracking in place, enough conversion volume for Smart Bidding to learn from, and well-structured landing pages. Your results will reflect the quality of those foundations.
Is Your Google Ads Account Ready for AI Max?
Before you enable AI Max, run through this checklist.
Bidding: Your campaign must use a conversion-focused Smart Bidding strategy. That means Maximise Conversions, Maximise Conversion Value, Target CPA, or Target ROAS. Manual CPC and Enhanced CPC campaigns are not eligible.
Conversion volume: Google recommends a minimum of 30 conversions per 30 days in the campaign you plan to test. Fifty or more is optimal. Below that threshold, the algorithm does not have enough signal to optimise reliably and performance can become volatile.
Conversion tracking: Your conversion actions need to be firing accurately. If you are tracking form submissions but not downstream outcomes like qualified calls or booked appointments, AI Max will optimise for the wrong thing. See our guide on setting up phone call lead tracking in Google Ads for the technical setup.
Landing pages: AI Max uses your landing pages as signals. If your pages are thin, slow, or do not clearly reflect the services in your ad groups, text customisation and URL expansion will underperform. A well-structured site is a prerequisite, not an optional extra.
Negative keywords: You need a solid negative keyword list before expanding reach with AI Max. Without it, the keywordless targeting layer will pull in irrelevant searches and inflate spend.
If your account passes all five checks, you are ready to test. If two or more are missing, fix those first.
How to Enable AI Max on Your Search Campaigns
The safest way to test AI Max is through Google’s built-in Experiments tool, which splits traffic 50/50 between your original campaign and a test variant with AI Max enabled. This gives you a clean performance comparison without committing your entire budget.
- Navigate to your chosen Search campaign in Google Ads.
- Go to Settings and scroll to the AI Max section.
- Toggle AI Max on.
- Choose which sub-features to activate. You can enable search term matching and text customisation independently. Final URL expansion is on by default when text customisation is active; you can uncheck it if you want tighter control over landing page assignment.
- Add or confirm your brand inclusion and exclusion lists. This ensures AI Max does not target competitor brand names or cannibalise your organic brand traffic.
- Save and set up a Campaign Experiment to run the test for at least four weeks before drawing conclusions.
Monitor your search terms report weekly during the test. The AI Max section of reporting shows which traffic came from keyword matching versus keywordless matching, so you can see exactly where the incremental volume is coming from.
The Lead Quality Risk (and How to Manage It)
AI Max optimises for whatever conversion actions you have told Google to value. If those conversion actions are form submissions, it will maximise form submissions. The problem for service businesses is that not every form submission is a qualified lead.
This is the same risk that caught many advertisers off guard during the early Performance Max rollout: chasing volume without a quality filter produces a high quantity of low-grade enquiries.
There are three ways to protect lead quality when running AI Max.
Import offline conversions. Connect your CRM to Google Ads and feed back which leads actually became customers. Google’s bidding algorithm then learns to find more users who behave like your best customers, not just anyone who submits a form. This is the single most powerful lever for lead quality in AI-driven campaigns.
Use conversion value rules. If you cannot import offline data immediately, assign higher values to phone call conversions than to contact form submissions, since phone enquiries typically convert at a higher rate for service businesses.
Keep an exact match control campaign. Run AI Max as an expansion layer alongside a tightly managed exact match campaign. The exact match campaign captures your highest-intent, highest-converting searches with precision. AI Max handles incremental volume on top. This mirrors how experienced Google Ads managers have always approached Performance Max alongside Search.
Google is also developing a feature called Journey-aware Bidding, currently in beta as of mid-2026. It allows Target CPA campaigns to optimise toward downstream business outcomes such as qualified pipeline rather than relying solely on front-end conversion actions like form fills. When this exits beta, it will significantly reduce the lead quality risk for B2B and service businesses running AI Max.
When NOT to Enable AI Max
AI Max is not the right move for every account. Hold off if any of the following apply.
Your conversion volume is below 30 per month. The algorithm needs data to learn. Below this threshold, AI Max will cycle through a prolonged learning phase and you will not see the promised efficiency gains. Focus on proven Google Ads strategies to build conversion volume first.
You operate in a heavily regulated industry. Legal, financial advice, and healthcare advertising often requires precise, compliant messaging. Text customisation generates copy automatically and may produce headlines that do not meet regulatory requirements without significant human review.
Your website does not clearly represent your services. AI Max reads your website to infer context and generate ad copy. If your site is outdated, poorly structured, or missing key service pages, the system will make poor targeting and copy decisions.
You cannot track leads beyond the initial form submission. If your reporting stops at the form fill, enabling AI Max will optimise for a metric that may not correlate with revenue. Sort your lead scoring and qualification process before expanding reach.
What Is Coming Next: AI Brief Controls
Google has confirmed that AI Max campaigns will soon receive a control layer called AI Brief. Advertisers will be able to give positive and negative guidance to the AI, such as specifying audiences to target, messaging themes to prioritise, and content to avoid (for example, never mentioning pricing). The feature will include previews of sample assets and queries before any changes go live.
AI Brief rolls out first for English-language AI Max Search campaigns, then extends to Performance Max. For NZ advertisers, this means tighter creative governance is coming, which should make the case for enabling AI Max even stronger once it lands.
In the meantime, the priority actions are straightforward: strengthen your conversion data quality through Enhanced Conversions and offline import, review your negative keyword lists, and set up a Campaign Experiment to test AI Max on your highest-volume Search campaign.
Frequently Asked Questions
Does AI Max replace my existing Search campaigns?
No. AI Max is an optional feature set that works inside your current Search campaigns. You do not need to create new campaigns or restructure your account to use it.
Will AI Max automatically rewrite all my ad copy?
Only if you enable text customisation. You can turn on search term matching alone and leave your existing responsive search ads unchanged. If you do enable text customisation, your existing assets still run alongside the AI-generated versions, and you can pin specific assets to ensure they always appear.
How much conversion data do I need before enabling AI Max?
Google recommends at least 30 conversions in the past 30 days within the campaign, with 50 or more being optimal. Below that threshold, Smart Bidding does not have enough signal to make reliable decisions and AI Max can become unpredictable.
Can I use AI Max with manual bidding?
No. AI Max requires a conversion-focused Smart Bidding strategy: Maximise Conversions, Maximise Conversion Value, Target CPA, or Target ROAS.
Is AI Max available in New Zealand?
Yes. AI Max for Search campaigns is available globally. There are no geographic restrictions that would prevent NZ advertisers from enabling the feature.
